Locate the handoff boundary
A contact list contains possible people. A reply shows a response. A meeting creates a conversation. An accepted opportunity requires evidence and a seller who owns progression. A provider may work across several of these states, so labels alone are unreliable.
Lead generation can be the right purchase when your internal AEs already have a repeatable process and need better account coverage. Full outsourcing may fit when research, systems and experienced selling are missing together. Buying more leads for a team that cannot conduct discovery increases work without necessarily improving revenue.

Work through the decision
Illustrative company: two AEs close efficiently but spend half their week building account lists. Better research or SDR support might address the bottleneck without replacing their selling process. Another company has no AE, no reliable stage definitions and a founder negotiating every deal. A list package leaves most of its problem unresolved.
Use the same account journey to compare scopes. Mark the exact point where the provider hands work to you and what must be true at that point. A handoff with no acceptance condition is an unresolved operating agreement.
More leads are prescribed for a closing problem
If opportunities consistently stall after discovery, investigate the buyer problem, product fit, evaluation and commercial process before increasing outreach. Additional conversations can be useful only when someone has the capacity and judgment to turn them into a responsible next decision.
